Description

The person is envisioned to be a “lead/manager” role who will be based in India (in Delhi) with the scope of covering both Inbound and Outbound Clearance Operations as well as ensuring Customs Compliance.  Below is the job description:

 

Responsible for Import/Export Ground Operations as well as Customs Compliance in India.  This involves ensuring the smooth flow of import and export clearance through efficient, predictable, cost effective, and compliant manner. Defines and drives Customs operations programs and agenda including but not limited to predictable import/export clearance, trade facilitation and controls, record keeping and reporting, broker management, and risk management/audit.  Collaborates heavily with Customs and International Trade Group and works very closely with the rest of the business particularly the Supply Chain in India, the sales team, the Logistics team in Malaysia and Philippines, Dyson’s contract manufacturers, and Ops Team, among others.  Helps in the design and advancement of Dyson’s Customs advocacy agenda through collaboration with industry associations and government offices such as Customs, Trade and Industry, Finance, etc.  Champions duty savings through maximizing the use of preferential Trade Agreements, particularly the AIFTA; Origin Application, and duty planning in addition to trade facilitation and compliance, consistent with the Dyson Code.  Defines and maintains Import and Export Indicators that drives actions through data.

 


Accountabilities

 

Responsibilities include but not limited to:


1. Broker Management and Operations

·       Manage and Track Broker Performance

·       Lead Monthly Meetings, Root Cause Analysis, and Drive Improvement Actions with Broker

·       Handle Claims on Damage or Delays from Transportation, Brokers, or Customs, etc

·       Verify Monthly Payment Requests and help in Broker Payment Process


2. Import and Export Clearance Operations

·       Coordinate x-functional groups to achieve lead time targets

·       Compliance management; Regular Review of import/export procedures, documentations, HS code, Origin, Value, etc

·       Ensure compliance with India Customs regulations

·       Coordinate import/export shipment arrangements from suppliers and other businesses

·       Ensures accuracy of declarations and other related document sanity checks

·       Coordinate with broker to ensure fast clearance and in some cases expedite processing; resolve Customs delays

·       Check inbound/outbound shipment status; Follow up with MY/PH Logistics and suppliers on vessel arrangement and status

 

3. Drives document retention, control, and management program

4. Ensures appropriate HTS Classification, Valuation, Country of Origin
5. Maintains Performance, Quality, Cost, and Compliance Indicators and drives for action
6. Helps Drives Risk Management program including risk assessments and audits
7. Documents Import/Export and Compliance procedures with effective controls while facilitating trade
8. Uses expertise to monitor and anticipate regulatory changes in India and its impact to the business as well as reduce lead time and cost
9. Champions Compliance Program through education and awareness
10. Be the critical link between Dyson Technology India (DTI) and India Customs to institutionalize Advocacy and Engagement Program

11. Provide technical Customs advisory on India business matters

12. Other projects and activities that may be deemed necessary

The scope will entail a full head primarily because of the complexities around India Customs and DTI import/export operations not only from the import transactions but also ensuring consistent awareness efforts on compliance and the business processes.  Establishing a resource dedicated to the above roles and responsibilities will also mitigate complications of dealing with the authorities and put in place a risk management program as we grow the business.
