About The Role
The Programme Lead Asia Pacific role is to co-ordinate and review all functions of the regional “Complex projects” Capital Project delivery team to ensure effective delivery of the capital expenditure (capex) program of works for “Complex projects” within Asia Pacific.
This key role is required to provide proactive business planning, stakeholder engagement, commercial co-ordination and assistance to the project delivery teams throughout the program stage gates from initiation to handover.
Measures of Performance
Delivery of Asia Pacific regional “Complex projects and programmes” contained in the annual Capital Investment Plan (CIP) in line with budget.
Co-ordination and due diligence of each project teams monthly, quarterly and annual program scope and spend KPIs.
Deliver on time, quality assured stage gate deliverables that enable projects to achieve and demonstrate maximum value for money against the business case.
Drive realisation of health and safety, risk and value improvements and capital efficiency targets.
Enable efficient and accurate Management Information - right first time, on time.
Build strong relationships and working with procurement to deliver robust commercial and contract management that supports the aims of professional collaboration.
Interface with the Global Enablement Lead to deliver robust controls that supports the aims of professional collaboration.
Interface with project and programme Stakeholders to provide efficient and effective projects that represent value for money in line with the requirements of the business case.
Key Responsibilities & Accountabilities (but not limited to)
Work as a key member of Capital Projects leadership team to provide commercially assured projects aligned to Dyson strategic objectives that represent value for money in line with the business case.
Accountability for the multi-year Asia Pacific “Complex projects” regional programme planning, efficient and effective delivery execution and handover, stakeholder endorsements in line with governance, programme assurance, reporting accuracy and effective coordination of the project teams.
Manage Regional Project Manager(s) - Dyson employees and / or external consultants / fixed term contractors performing Regional Project Manager roles, with support of delivery partners engaged on a project basis. Embracing external consultants as part of the overall team structure / resourcing solution.
Co-ordination and due diligence of the project team’s communication of the program-wide monthly reporting including health and safety, schedule, cost, risk, design management, governance etc.
Co-ordination and due diligence of the project teams, responsible for:
pre-contract activities related to budget setting, project planning, business case, utilisation of centralised frameworks and contracts whilst providing specialist programme management advice, guidance and recommendations to mitigate commercial risk.
post contract activities to ensure efficient and effective project execution, commercial management and contract management is delivered throughout the projects and overall program.
Drive consistency in the project delivery teams, facing challenges and driving continuous improvement.
Implement and assure the Capital Projects Manual and associated Dyson process and procedures for all Asia Pacific projects.
Responsible for pursuing and driving Modern Methods of Construction and Digital Construction toolsets within the regional programme.
Responsible for delivering Dyson Sustainability and Zero Carbon agendas.
Pursuit of Social Value in the community through the delivery of the projects.
Ensure the proactive management at each stage of the project lifecycle.
Lead the project delivery teams to support the procurement process and achieve best value by developing optimum delivery strategies into procurement plans and contract awards.
Support the Procurement Category Lead, performance framework and related processes to drive supplier performance and enhance collective capability across all Asia Pacific projects.
Support an environment where the schedule and cost efficiency can be accurately tracked and managed.
Support the Global Head of Enablement in delivery processes and systems so that project, programme and commercial data is managed as a valuable asset and is developed to fully inform future benchmarking and estimating activities, bringing increasing confidence to the cost analysis and achievement of the Asia Pacific business cases.
Support the Regional Commercial Manager and estimating teams to provide cost assurance and monitor the impact of design solutions against allocated budgets.
Manage the stakeholder change process and associated costs.
Holistically manage Stakeholder relationships during development and handover.
Support Project Managers in the commercial management of construction contractors.
Support the development of a working culture that promotes engagement in unfiltered programme optimisation debate to foster an energised open collaborative approach with common understanding and goals.
Provide pro-active management, strategic advice and guidance to the project teams on all change including proposed scope changes, recommending appropriate action in accordance with our change control systems and produce all required documentation for approval in accordance with levels of delegated authority including comparative estimates where required in a timely manner.
Identify and advise on all programme risk/issue events.
Support the quantification of the risks through the risk management process.
Support effective schedule and cost reporting for the projects to enable proactive project management activity.
Provide and communicate program-wide and project schedule and cost reports, HSE compliance, design compliance, governance and assurance, including stakeholder reviews and approvals.
Monitor the project teams’ activities relating to project handover to ensure timely and effective engagement with Operational Stakeholders to ensure efficient handover and transition to operations.
Generate and implement continuous improvement proposals.
Demonstrated success leading the planning, development and execution of a programme of “complex” capital works / construction project management, ideally in the manufacturing / electronics / technology / pharmaceutical sectors within Asia Pacific. Experience leading property development projects in the property sector preferred.
Qualified Construction Project Manager or other related profession and membership of a relevant professional body, with at least 15 years post qualification experience.
Ideally native speaking or conversant in the main regional languages.
Demonstrable Asia Pacific Project Management experience of complex multifaceted and multi-million-dollar projects either in the built environment and or property development.
Demonstrable evidence of setting up and managing Projects to achieve delivery excellence.
A track record of initiating and delivering complex major projects within a multi-stakeholder environment.
Evidence of managing diverse, multi-disciplined teams.
Evidence of optimising the procurement process.
Evidence of project mobilisation & handover.
Evidence analytical skills; to be able to assess problems thoroughly and drive logical conclusions.
Confident; comfortable with interacting with senior executives.
Credible; ability to demonstrate a good level of understanding of construction processes in order to work with stakeholders throughout the project duration.
Assertive; a readiness to press teams to take remedial action when required.
Neutral; ability to shape project direction without imposing their own views or prejudices on the outcome.
Knowledge and drive for Modern Methods of Construction and Digital Construction toolsets.
Experience in achieving Sustainability and Zero Carbon agendas.
Understanding and application of traditional, design & build and progressive forms of contracts across the region
Understanding of technical design of buildings, infrastructure and design management.
